What is the best way to attach a non helium balloon flower to a dowel?

I'm making balloon flowers as a table center piece and will be using no helium. I want to attach them to a wood dowel then have them standing on a flower pot stuck in a piece of foam. I have had difficulty attaching the flowers to the dowels and keeping put in position.

What are you currently using to attach the balloon flower to the wood dowel?

Some things you could try to glue the latex balloons to the dowel...
* Cold glue gun
* Oasis Floral Adhesive
* 3M Spray Adhesive
